Urban decentralization and income inequality: is sprawl associated with rising income segregation across neighborhoods?

Existing research shows an inverse relationship between urban density and the degree of income inequality within metropolitan areas; this information suggests that as urban areas spread out, they become increasingly segregated by income. This paper examines this hypothesis using data covering more than 165,000 block groups within 359 U.S. metropolitan areas for the years 1980, 1990, and 2000. The findings indicate that income inequality-defined by the variance of the log household income distribution-does indeed rise significantly as urban density declines. This increase, however, is ...

The impact of the ethanol boom on rural America

Since 2005, surging U.S. ethanol production has helped reshape the rural economy. Ethanol production has increased nonfarm activity in many rural communities. Moreover, increased ethanol production contributed to rising crop prices, increased net returns, and a jump in cropland values both nationally and regionally. However, rising crop prices cut livestock revenues by boosting feed costs. As a result, while ethanol proponents tout the benefits emerging from the ethanol industry, opponents rail against its adverse side effects. Although the expanding ethanol industry has made a sizable impact ...

Mandatory and affordable health insurance

This paper asserts that America's health care system is broken and cannot be repaired with timid half-measures. It suggests that we need both universal coverage and a more efficient delivery system and that these are not competing objectives: Each is necessary to make the other possible. It further states that if we do not make health care more affordable and our delivery system more efficient and sustainable, a majority of Americans will be uninsured in short order. And the persistence of millions of uninsured impairs the efficiency we need to make health care and insurance affordable for ...

The state of state and local government finance

This paper provides an overview of the state-local government sector, a review of the short-run impact of the 2007-09 recession on state and local governments, and a brief summary of key long-run challenges state and local governments will encounter in the next decade. State and local governments in aggregate represent about one-seventh of the U.S. economy, with education and welfare (mostly Medicaid) accounting for more than half. These governments currently face nearly unprecedented fiscal turmoil as a result of the recent recession. Even after the economy recovers, states and localities ...

Educational attainment and recovery from recessions across metropolitan areas

Metropolitan area business cycles vary considerably in both magnitude and duration. Some metro areas recover rapidly from downtowns, some take longer, and some never recover. Because recent recessions have involved employment changes at the North American Industrial Classification System (NAICS) supersector level that were both cyclical and structural, part of a metro area's recovery from a recession may include the process of workers adapting to new jobs in other industries. If worker adaptation is part of the recovery process, then metro areas with higher educational levels might be able to ...
