Lessons from variations in state Medicaid expenditures
Little, Jane Sneddon
(1992-01)
Because Medicaid is absorbing a large and growing share of government spending in every state, policymakers are under intense pressure to control the cost of this budget-breaking program. In search of clues concerning Medicaid cost containment, this article examines state data on per-recipient Medicaid spending by type of service. This effort suggests focusing on nursing homes, because per-recipient payments to these institutions are highly variable across states. Indeed, the article concludes that a key explanation for cross-state differences in per-recipient Medicaid expenses is the ...

Determinants of federal and state community development spending: 1981–2004
Cashin, David B.; Gerenrot, Julie
(2007-10)
The goal of this article is to describe and analyze community development spending at the state level for the period 1981 to 2004. Two components of each state?s housing and community development spending are analyzed: transfers from the federal government that are subsequently spent by states and localities, and expenditures from moneys generated by states and localities. In addition to describing broad trends in public community development spending over time, we also analyze the determinants of both the federal transfers and the state- and local-generated components of total state ...

The devolution tortoise and the centralization hare
Kincaid, John
(1998-05)
There has been much talk in recent years of devolving powers and functions from the federal government to the states. Some observers even proclaim a devolution revolution, the result of which will be a more efficient and effective federal government and more robust and responsive states. The generally recognized objectives of devolution include (1) more efficient provision and production of public services; (2) better alignment of the costs and benefits of government for a diverse citizenry; (3) better fits between public goods and their spatial characteristics; (4) increased competition, ...

Revenue bubbles and structural deficits: What’s a state to do?
Mattoon, Richard H.; McGranahan, Leslie
(2008)
The 2001 recession proved alarming to state government finances. A relatively shallow national recession led to a severe downturn in state revenues that took three years to unwind. In the current economic downturn, early signs of fiscal stress are already apparent. This raises several fundamental questions: * Since 1984 the U.S. macroeconomy entered into the "Great Moderation" in which economic volatility was reduced. Has state revenue volatility relative to the business cycle increased during this period? * Has the composition of state revenues and expenditures made states more susceptible ...
