Trends in poverty and inequality among Hispanics
Zavodny, Madeline; Orrenius, Pia M.
(2011)
Since the 1970s, the poverty rate has remained largely unchanged among Hispanics but has declined among non-Hispanic whites and blacks, particularly before the onset of the recent recession. The influx of large numbers of immigrants partially explains why poverty rates have not fallen over time among Hispanics> ; In 2009, Hispanics were more than twice as likely to be poor than non-Hispanic whites. Lower average English ability, low levels of educational attainment, part-time employment, the youthfulness of Hispanic household heads, and the 2007?09 recession are important factors that have ...

Labor Market Effects of Worker- and Employer-Targeted Immigration Enforcement
Orrenius, Pia M.; Zavodny, Madeline; Smith, Chloe N.
(2024-11-19)
Hiring someone who is not authorized to work in the United States is illegal, and employers who knowingly hire unauthorized immigrant workers may face civil and criminal penalties. The federal government uses a variety of actions, including worksite raids and paperwork audits, to enforce the prohibition on hiring unauthorized workers. Compliance costs and the possibility of becoming the target of an immigration enforcement action may affect U.S. businesses’ decisions about whom to hire as well as how many workers to employ and how much to pay them, but little previous research has studied ...

Heterogeneous Agents Dynamic Spatial General Equilibrium
Dvorkin, Maximiliano
(2023-03-22)
I develop a dynamic model of migration and labor market choice with incomplete markets and uninsurable income risk to quantify the effects of international trade on workers’ employment reallocation, earnings, and wealth. Macroeconomic conditions in different labor markets and idiosyncratic shocks shape agents’ labor market choices, consumption, earnings, and asset accumulation over time. Despite the rich heterogeneity, the model is highly tractable as the optimal consumption, labor supply, capital accumulation, and migration and reallocation decisions of individual workers across ...

Who Signs up for E-Verify? Insights from DHS Enrollment Records
Orrenius, Pia M.; Zavodny, Madeline; Greer, Sarah
(2020-01-15)
E-Verify is a federal electronic verification system that allows employers to check whether their newly hired workers are authorized to work in the United States. To use E-Verify, firms first must enroll with the Department of Homeland Security (DHS). Participation is voluntary for most private-sector employers in the United States, but eight states currently require all or most employers to use E-Verify. This article uses confidential data from DHS to examine patterns of employer enrollment in E-Verify. The results indicate that employers are much more likely to sign up in mandatory E-Verify ...

The impact of temporary protected status on immigrants’ labor market outcomes
Zavodny, Madeline; Orrenius, Pia M.
(2014-12-01)
The United States currently provides Temporary Protected Status (TPS) to more than 300,000 immigrants from selected countries. TPS is typically granted if dangerous conditions prevail in the home country due to armed conflict or a natural disaster. Individuals with TPS cannot be deported and are allowed to stay and work in the United States temporarily. Despite the increased use of TPS in recent years, little is known about how TPS affects labor market outcomes for beneficiaries, most of whom are unauthorized prior to receiving TPS. This study examines how migrants from El Salvador who are ...

The Effect of Immigration on Local Labor Markets: Lessons from the 1920s Border Closure
Abramitzky, Ran; Ager, Phillip; Boustan, Leah; Cohen, Elior; Hansen, Casper
(2021-09-30)
In the 1920s, the United States substantially reduced immigration by imposing country-specific entry quotas. We compare local labor markets differentially exposed to the quotas due to variation in the national origin mix of their immigrant populations. U.S.-born workers in areas losing immigrants did not gain in income score relative to workers in less exposed areas. Instead, in urban areas, European immigrants were replaced with internal migrants and immigrants from Mexico and Canada. By contrast, farmers shifted toward capital-intensive agriculture, and the immigrant-intensive mining ...

The geography of wealth: shocks, mobility, and precautionary savings
Dvorkin, Maximiliano; Greaney, Brian
(2024-09-30)
The spatial distribution of wealth in the United States is very heterogeneous, with important differences within and across US states. We study the distribution of wealth in a country and how it is shaped by the characteristics earnings across regions, and by the frictions individuals face to move and reallocate across space. For this, we develop a tractable model of consumption, savings, and location choice with many regions, incomplete markets, and heterogeneous agents facing persistent and transitory income shocks. Our analysis focuses on the role of income shocks, precautionary savings, ...

Self-selection among undocumented immigrants from Mexico
Zavodny, Madeline; Orrenius, Pia M.
(2000)
This paper examines the effect of changes in migration determinants on the skill level of undocumented immigrants from Mexico. We focus on the effect of changes in economic conditions, migrant networks, and border enforcement on the educational attainment of Mexican-born men who cross the border illegally. Although previous research indicates that illegal aliens from Mexico tend to be unskilled relative to US natives and that economic conditions, networks and border enforcement affect the size of illegal immigrant flows across the border, the interaction of these variables has not been ...

Firm Heterogeneity and the Impact of Immigration: Evidence from German Establishments
Brinatti, Agostina; Morales, Nicolas
(2021-12)
We use a detailed establishment-level dataset from Germany to document a new dimension of firm heterogeneity: large firms spend a higher share of their wage bill on immigrants than small firms. We show analytically that ignoring this heterogeneity in the immigrant share leads to biased estimates of the welfare gains from immigration. To do so, we set up and estimate a model where heterogeneous firms choose their immigrant share and then use it to quantify the welfare effects of an increase in the number of immigrants in Germany. Two new adjustment mechanisms arise under firm ...

Mismatch of Jobs and People: Do Migration Constraints Put Racial Minorities at a Disadvantage?
Hotchkiss, Julie L.; Burns, Kalee
(2020-06-14)
Using the American Community Survey between 2005 and 2017, this article explores the evidence for potential migration constraints by comparing distributions of people and jobs across race and education. Using the Delta Index of dissimilarity, it illustrates a greater distributional mismatch between workers and jobs among racial minorities, relative to White non-Hispanics. This mismatch suggests greater migration constraints among racial minorities.
