To Cut or Not to Cut? On the Impact of Corporate Taxes on Employment and Income

Do corporate tax increases destroy jobs? And do corporate tax cuts boost employment? Answering these questions has proved empirically challenging. We propose an identification strategy that exploits variation in corporate income tax rates across U.S. states. Comparing contiguous counties straddling state borders over the period 1970 to 2010, we find that increases in corporate tax rates lead to significant reductions in employment and income. Occupational mixes and wage distributions in the Fourth District’s metro areas mirror both national trends and departures from them that reflect the District’s unique economic makeup. Changes in occupational mix spurred by the COVID-19 pandemic were similar in District metro areas and the nation.

Regional Economic Sentiment: Constructing Quantitative Estimates from the Beige Book and Testing Their Ability to Forecast Recessions

We use natural language processing methods to quantify the sentiment expressed in the Federal Reserve's anecdotal summaries of current economic conditions in the national and 12 Federal Reserve District-level economies as published eight times per year in the Beige Book since 1970. We document that both national and District-level economic sentiment tend to rise and fall with the US business cycle.
