The Impact of Racial Segregation on College Attainment in Spatial Equilibrium

We incorporate race into an overlapping-generations spatial-equilibrium model with neighborhood spillovers. The model incorporates race in three ways: (i) a Black-White wage gap, (ii) an amenity externality---households care about the racial composition of their neighbors---and (iii) an additional barrier to moving for Black households. These forces quantitatively account for all of the racial segregation and 80% of the Black-White gap in college attainment in the data for the St. Louis metro area. The effect of school finance reform on population heterogeneity

This paper tests whether state school finance reform alters neighborhood income homogeneity. One implication of the Tiebout model is that within-community homogeneity declines as a result of an exogenous decrease in the ability of jurisdictions to set local tax and expenditure levels. The property tax revolt and the school finance equalization reform of the 1970s and 1980s offer a test of the role of state fiscal reform on aggregate population sorting behavior. Conclusions and controversies about the effectiveness of school resources

Although a majority of parents, educators, and policymakers report that their own schools are doing well, many believe that the U.S. education system as a whole is in trouble. The author points out that in the past decade an increasing amount of resources have been devoted to education, but U.S. students have continued to underperform students in other countries. To improve the effectiveness of spending, the author advocates radically different incentives for students and school personnel and better measures of student performance.

A More Comprehensive Measure of the Black-White Wealth Gap

In this article, we apply a simple graphical device — the plot of the relative rank distribution — to summarize the Black-White wealth gap. We also introduce the relative rank Gini coefficient — an analog to the standard Gini coefficient — as a summary measure of rank inequality. We find that the rank wealth gap is widest in the middle of the wealth distribution. Black-White rank wealth gaps are higher among college graduates than among other education groups.
