The causes and consequences of Puerto Rico's declining population

Puerto Rico?s population has been falling for nearly a decade, and the pace of decline has accelerated in recent years. Although a slowdown in the island?s birthrate has contributed to this decline, a surge in the out-migration of its citizens has been a more important factor. The exodus?which includes a large share of younger people?has hastened population aging, but it has not necessarily led to a ?brain drain.? The Fatal Consequences of Brain Drain

We examine the welfare consequences of reallocating high-skilled labor across national borders. A labor demand shock in Norway—driven by a surge in oil prices—substantially increased physician wages and sharply raised the incentive for Swedish doctors to commute across the border. Leveraging linked administrative data across the two countries and a difference-in-differences design, we show that this shift doubled commuting rates and significantly reduced Sweden’s domestic physician supply. From Brain Drain to Brain Gain, Oklahoma’s Population on the Rise

This edition of Oklahoma Economist examines multiple sources of state migration data to quantify the drivers of the state’s population growth. It finds the recent surge of new residents was driven primarily by historic levels of domestic migration from states in the western half of the U.S., as well as a reversal of the “brain drain” that plagued the state for much of the 2010s.
