While there is little to celebrate in the current foreclosure disaster, one potential silver lining in the large number of bank-owned properties is the opportunity to turn those properties into community assets. This article presents information on the location of subprime and Alt-A mortgages ("nonprime" loans) in the five states within the Federal Reserve Bank of Chicago?s district (Illinois, Indiana, Iowa, Michigan, and Wisconsin). The purpose is to identify the zip codes and communities most affected, or at risk of being affected, by foreclosures. We present a series of maps that show the zip codes with the highest numbers and highest concentrations of subprime and Alt-A loans, as well as the past-due and foreclosure rates in these neighborhoods. Reducing foreclosures: no easy answers

This paper takes a skeptical look at a leading argument about what is causing the foreclosure crisis and what should be done to stop it. We use an economic model to focus on two key decisions: the borrower's choice to default on a mortgage and the lender's subsequent choice whether to renegotiate or modify the loan. The theoretical model and econometric analysis illustrate that unaffordable loans, defined as those with high mortgage payments relative to income at origination, are unlikely to be the main reason that borrowers decide to default. The housing bust leaves in its wake elevated foreclosure levels in Texas and the U.S. Like other consequences of the bust, including declines in construction and existing-home sales, foreclosures have been less severe in Texas. As the foreclosure crisis deepens, increased attention is being paid to foreclosure statistics, which are often used to judge the intensity of foreclosure problems both within and across regions. However, these statistics need to be interpreted carefully; different foreclosure statistics embed different information, and making informative comparisons with various metrics requires understanding how each is constructed.
