Freeway Revolts!
Freeway revolts were widespread protests across the U.S. following early urban Interstate construction in the mid-1950s. We present theory and evidence from panel data on neighborhoods and travel behavior to show that diminished quality of life from freeway disamenities inspired the revolts, a?ected the allocation of freeways within cities, and changed city structure. Land-Use Regulations, Property Values, and Rents: Decomposing the Effects of the California Coastal Act
REVISED MARCH 2018 Land-use regulations can lower real estate prices by imposing costs on property owners, but may raise prices by restricting supply and generating amenities. We study the effects of the California Coastal Act, one of the nation?s most stringent land-use regulations, on prices and rents for multifamily housing units. Freeway Revolts! The Quality of Life Effects of Highways
Why do freeways affect spatial structure? We identify and quantify the local disamenity effects of freeways. Freeways cause slower growth in central neighborhoods (where local disamenities exceed regional accessibility benefits) compared with outlying neighborhoods (where access benefits exceed disamenities). A quantitative model calibrated to Chicago attributes one-third of the effect of freeways on central-city decline to reduced quality of life. Monocentric city redux
This paper argues that centralized employment remains an empirically relevant stylization of midsize U.S. metros. It extends the monocentric model to explicitly include leisure as a source of utility but constrains workers to supply fixed labor hours. Doing so sharpens the marginal disutility from longer commutes. The numerical implementation calibrates traffic congestion to tightly match observed commute times in Portland, Oregon. Flood Risk Mapping and the Distributional Impacts of Climate Information
This paper examines the provision of official flood risk information in the United States and its distributional impacts on residential flood insurance take-up. Assembling new data on all flood maps produced after Hurricane Katrina, I first document that updated maps decreased the number of properties zoned in high-risk floodplains and incorrectly omitted five million properties that should have been rezoned inside these areas. The Size of U.S. Metropolitan Areas
Metropolitan areas—unions of nearby built-up locations within which people travel on a day-to-day basis among places of residence, employment, and consumption—serve as a fundamental unit of economic analysis. But existing delineations of U.S. metro areas—including metropolitan Core-Based Statistical Areas (CBSAs), Urbanized Areas, and Commuting Zones—stray far from this conception. Drilling Down: The Impact of Oil Price Shocks on Housing Prices
This paper investigates the impact of oil price shocks on house prices in the largest urban centers in Texas. We model their dynamic relationship taking into account demand- and supply-side housing fundamentals (personal disposable income per capita, long-term interest rates and rural land prices) as well as their varying dependence on oil activity.
