Women's Labor Force Exits during COVID-19: Differences by Motherhood, Race, and Ethnicity
Lim, Katherine; Zabek, Mike
(2021-10-18)
In this paper, we study declines in women's labor force participation by race and ethnicity as well as the presence of children. We find that increases in labor force exits were larger for Black women, Latinas, and women living with children. In particular, we find larger increases in pandemic-era labor force exits among women living with children under age 6 and among lower-earning women living with school-age children after controlling for detailed job and demographic characteristics. Latinas and Black women also had larger increases in labor force exits during the pandemic relative to ...

Regional Consumption Responses and the Aggregate Fiscal Multiplier
Karabarbounis, Marios; Mehkari, M. Saif; Dupor, Bill; Kudlyak, Marianna
(2018-03-16)
We use regional variation in the American Recovery and Reinvestment Act (2009-2012) to analyze the effect of government spending on consumer spending. Our consumption data come from household-level retail purchases in Nielsen and auto purchases from Equifax credit balances. We estimate that a $1 increase in county-level government spending increases consumer spending by $0.29. We translate the regional consumption responses to an aggregate fiscal multiplier using a multi-region, New Keynesian model with heterogeneous agents and incomplete markets. Our model successfully generates the ...

Is Our Fiscal System Discouraging Marriage? A New Look at the Marriage Tax
Ilin, Elias; Kotlikoff, Laurence J.; Pitts, M. Melinda
(2022-06-29)
We develop, apply, and test a new measure of the marriage tax: the reduction in future spending from getting married. Our measure is a comprehensive, actuarial (expected) present value. It incorporates all major and most minor US tax and benefit programs, weighing the present value of additional net taxes from marrying along each marital survivor path by the path’s probability. And it assumes clone marriage—marrying oneself—to ensure the living-standard loss from marrying is unaffected by spousal choice. We calculate our marriage tax for young respondents using the Survey of Consumer ...

Does Medicaid Generosity Affect Household Income?
Kumar, Anil
(2017-10-01)
Almost all recent literature on Medicaid and labor supply has used Affordable Care Act (ACA)-induced Medicaid eligibility expansions in various states as natural experiments. Estimated effects on employment and earnings differ widely due to differences in the scope of eligibility expansion across states and are potentially subject to biases due to policy endogeneity. Using a Regression Kink Design (RKD) framework, this paper takes a uniquely different approach to the identification of the effect of Medicaid generosity on household income. Both state-level data and March CPS data from ...

Structural Change in Labor Supply and Cross-Country Differences in Hours Worked
Tsujiyama, Hitoshi; Lagakos, David; Bick, Alexander; Fuchs-Schündeln, Nicola
(2022-05-11)
This paper studies how structural change in labor supply along the development spectrum shapes cross-country differences in hours worked. We emphasize two main forces: sectoralreallocation from self-employment to wage work, and declining fixed costs of wage work. We show that these forces are crucial for understanding how the extensive margin (the employment rate) and intensive margin (hours per worker) of aggregate hours worked vary with income per capita. To do so we build and estimate a quantitative model of labor supply featuring a traditional self-employment sector and a modern ...

Income Differences and Health Disparities: Roles of Preventive vs. Curative Medicine
Ozkan, Serdar
(2024-08-28)
Using data from the Medical Expenditure Panel Survey (MEPS) I find that early in life the rich spend significantly more on health care, whereas from middle to very old age the poor outspend the rich by 25% in the US. Furthermore, while low-income individuals are less likely to incur medical expenses, they are more prone to experiencing extreme expenses when they do seek care. To account for these facts, I develop and estimate a life-cycle model of two types of health capital: physical and preventive. Physical health capital determines survival probabilities, whereas preventive health capital ...

Uncovering Retail Trading in Bitcoin: The Impact of COVID-19 Stimulus Checks
Divakaruni, Anantha; Zimmerman, Peter
(2021-07-16)
In April 2020, the US government sent economic impact payments (EIPs) directly to households, as part of its measures to address the COVID-19 pandemic. We characterize these stimulus checks as a wealth shock for households and examine their effect on retail trading in Bitcoin. We find a significant increase in Bitcoin buy trades for the modal EIP amount of $1,200. The rise in Bitcoin trading is highest among individuals without families and at exchanges catering to nonprofessional investors. We estimate that the EIP program has a significant but modest effect on the US dollar–Bitcoin ...

Set it and Forget it? Financing Retirement in an Age of Defaults
Goodman, Lucas; Mukherjee, Anita; Ramnath, Shanthi
(2022-10-19)
Retirement savings abandonment is a rising concern connected to defined contribution systems and default enrollment. We use tax data on Individual RetirementAccounts (IRAs) to establish that for a recent cohort, 0.4% of retirement-age individuals abandoned an aggregate of $66 million, proxied by a failure to claim over ten years after a legal requirement to do so. Analysis of state unclaimed property databases suggests that workplace defined contribution plans are abandoned at a higher rate than IRAs. Finally, regression discontinuity estimates show that certain accounts created by default ...

Relieving Financial Distress Increases Voter Turnout: Evidence from the Mortgage Market
Liu, Haoyang; McCartney, W. Ben; Ramcharan, Rodney; Zhang, Calvin; Zhang, Xiaohan
(2025-05-12)
Borrowers who refinanced mortgages between 2009 and 2012, a period marked by mortgage distress and dislocated housing markets, but also falling interest rates, were more likely to vote in the 2012 general election than similar borrowers who did not refinance. We exploit an eligibility cutoff in the Home Affordable Refinance Program (HARP) to identify a causal relationship. Consistent with the resource model of voting, the effect of refinancing on turnout is strongest among borrowers with lower incomes and larger debt service reductions. Our findings shed new light on an important channel ...

Spousal Labor Supply Response to Job Displacement and Implications for Optimal Transfers
Birinci, Serdar
(2020-01)
I document a small spousal earnings response to the job displacement of the family head. The response is even smaller in recessions, when earnings losses are larger and additional insurance is most valuable. I investigate whether the small response is an outcome of the crowding-out effects of government transfers. To accomplish this, I use an incomplete markets model with family labor supply and aggregate fluctuations where predicted spousal labor supply elasticities with respect to transfers are in line with microeconomic estimates both in aggregate and across subpopulations. Counterfactual ...
