Declines in Low-Cost Rented Housing Units in Eight Large Southeastern Cities
Lueders, Abram; Carpenter, Ann; Immergluck, Daniel
(2016-05-01)
From the last quarter of 2012 to the last quarter of 2015, median rents rose 23.4 percent in the South, according to the Census Bureau. Accordingly, an increasing number of households in the South are cost-burdened, which is defined as a household spending more than 30 percent of its income on housing. A growing number of households spend over 50 percent of their income on rent, making them severely cost-burdened. The percentage of such severely cost-burdened households with incomes below $35,000 reached 80 percent in 2014 in eight central cities in the Southeast (Atlanta, Birmingham, ...

How Do Firms Respond to Hiring Difficulties?
Terry, Ellyn; de Zeeuw, Mels
(2018-03-01)
Using data from the Federal Reserve Banks' 2017 Small Business Credit Survey (SBCS), this paper investigates the various ways in which different types of firms with less than 500 employees experience and address hiring difficulties, including when they decide to increase compensation. The authors find significant variation in hiring difficulties by type of firm, and a firm's response appears to depend on the nature of the problem. The most common response is to increase compensation, with firms that experience competition from other employers being the most likely to do so. Other common ...

Financing Workforce Development in a Devolutionary Era
Andreason, Stuart
(2016-04-01)
Workforce development financing has changed significantly over the last 25 years. In 2008, federal funding for the traditional workforce development system was 83 percent lower in real terms than it had been in 1980. As the federal system plays a smaller role in workforce development financing, the job training landscape better represents a “marketplace” where students and job seekers use federal training vouchers and grant and student loan money from various sources, primarily the Higher Education Act’s Pell Grant and Federal Student Loan programs. Additionally, increasing volatility ...

Restructuring the Eligibility Policies of the Child Care and Development Fund to Address Benefit Cliffs and Affordability: Florida as a Case Study
Birken, Brittany; Ilin, Elias; Ruder, Alexander; Terry, Ellyn
(2021-06-08)
This paper explores how the current eligibility policies of the federal Child Care and Development Fund (CCDF) create benefits cliffs that act as barriers to economic self-sufficiency. By examining Florida data and policies, the authors demonstrate how the program’s existing co-payment schedule affects the same hypothetical family living in two contrasting Florida counties: one with state median living costs and one with high living costs. The authors find that the CCDF income eligibility exit threshold is too low, particularly in high-cost counties. That occurs because the exit threshold ...

Negative Equity in the Sixth Federal Reserve District
Raymond, Elora
(2016-03-01)
Using Zillow’s zip code level Negative Equity Report for the second quarter of 2014 and 2015, I map, describe, and analyze the characteristics of neighborhoods that have persistent negative equity in the Sixth Federal Reserve District, comprised of Alabama, Florida, and Georgia, and parts of Louisiana, Mississippi, and Tennessee. Persistent negative equity, when a house is worth less than outstanding mortgage debt, is high in the Sixth District and concentrated in urban areas. In a series of regressions, I evaluate the correlation of income, commute times, unemployment, housing stock ...

Benefits Cliffs as a Barrier to Career Advancement for Low-Income Adults: Insights from Employment Services Providers

(2020-04-15)
How do employment service providers explain benefits cliffs to clients who want to advance in their careers? To answer this question, the authors conducted three focus groups with a range of employment service providers. Focus group participants report that counselors and clients struggle to manage benefits loss because of a lack of clarity on program rules and difficulty finding appropriate jobs that pay enough to outweigh the loss of benefits. When advising clients about career advancement, counselors use a range of intake processes to determine clients’ immediate needs and assess their ...

Resilience in planning: a review of comprehensive plans in Mississippi after Hurricane Katrina
Carpenter, Ann
(2015-01-01)
This paper analyzes and compares the decisions communities made in rebuilding after Hurricane Katrina in 2005 to determine to what extent post-Katrina comprehensive plans promote resilience based on built environment factors that have been shown to improve social networking, physical safety, and community building. Levels of recovery are also examined, measured by the current numbers of occupied housing units in each community compared with pre-Katrina numbers. After Katrina, multiple planning documents were produced by a variety of organizations. Mississippi state statute requires each ...

Anchor Institution Strategies in the Southeast: Working with Hospitals and Universities to Support Inclusive Growth
Fazili, Sameera
(2019-12-01)
Engaging universities and hospitals to address economic disparities—often referred to as anchor institution strategies—has been understudied in the Southeast. The author examines efforts to launch anchor institution strategies in the Southeast. First, the author reviews the anchor institution concept in economic development, noting how the strategy has evolved from single institutions focusing on a set of neighborhoods to expanding to multi-institution collaboratives that attempt to tackle economic inequalities at a city or regional level. Second, the author offers case studies of New ...

Fragmentation in Workforce Development and Efforts to Coordinate Regional Workforce Development Systems: A Case Study of Challenges in Atlanta and Models for Regional Cooperation from across the Country
Andreason, Stuart; Carpenter, Ann
(2015-04-01)
The importance of human capital in regional economic competitiveness is increasingly apparent. However, structural changes, fragmentation, the instability of funding, and other factors have led to challenges for workforce development providers as well as workforce development systems. This fragmentation has created a less coherent and coordinated workforce development system. Often, metropolitan areas have many programs and policies in place to train workers for jobs that require sub baccalaureate credentials or skills. The lack of coordination in local training systems may limit the ...
