Assessment Frequency and Equity of the Real Property Tax: Latest Evidence from Philadelphia

Philadelphia’s Actual Value Initiative, adopted in 2013, createsa unique opportunity for us to test whether reassessments at short intervals to true market value and taxing by such values improve equity. Based on a difference-in-differences framework using parcel-level data matched with transactions in Philadelphia and 15 comparable cities, this study finds positive evidence on equity outcomes from more regular revaluations. A new brief summarizes recent research that looked into whether more regular assessment of property values can improve the equity of property taxes and how that would affect property owners in lower-income and minority neighborhoods. The research evaluated the impact of two reassessments after Philadelphia adopted the Actual Value Initiative (AVI). Foreclosure Kids: Examining the Early Adult Credit Usage of Adolescents Affected by Foreclosure

We investigate the long-term effects of foreclosure-induced relocations on adolescents and their subsequent use of credit. We ask whether individuals who experience a foreclosure-induced move between the ages of 10 and 17 are more likely to exhibit signs of credit scarring later in life. To establish a set of counterfactual outcomes, we implement propensity score matching with exact matching on certain characteristics and regression adjustment of the remaining covariate imbalances.
