The green retrofit initiative
Abstract: Prior to 2008, when the Green Communities Act became law in Massachusetts, low-income multifamily properties (five-plus units) were not well served by the utility-ratepayer-funded energy-saving or weatherization programs. Multifamily properties simply didn?t fit neatly into either the commercial or the residential program.
