Abstract: Sheila Olmstead is a professor at the Jeb E. Brooks School of Public Policy at Cornell University, where she studies the economics of environmental policy, particularly involving water. She was previously a professor at the LBJ School of Public Affairs at the University of Texas at Austin. She discusses the competing demands for water in Texas and the challenges that growth poses.
