How good are the government’s deficit and debt projections and should we care?

Each year, the Congressional Budget Office (CBO) publishes its Budget and Economic Outlook. The CBO?s deficit projections for the current fiscal year (FY) and the next 10 FYs are widely followed because they provide an assessment of the medium-term budget outlook based on current law and a presumed path for the economy over the next decade. Admittedly, this task is more difficult because of the required assumption that the laws governing future outlays and revenues do not change. Nevertheless, given its nonpartisan nature and the CBO?s well-respected staff of professional economists and ...

Creating jobs via the 2009 recovery act: state medicaid grants compared to broadly-directed spending

Researchers have used cross-state differences to assess the jobs impact of the 2009 American Recovery and Reinvestment Act (the Recovery Act). Existing studies find that the Act's broadly- directed spending (i.e. excluding tax cuts) increased employment, at a cost-per-job of roughly three to five times that of typical employment compensation in the U.S. Other research finds that a particular component of the Act -emergency Medicaid grants to states -created jobs at a cost of 12% to 20% that of broadly-directed spending. This paper shows that these dif- ferences across the components' impacts ...

Did the 2017 Tax Reform Discriminate against Blue State Voters?

The Tax Cut and Jobs Act of 2017 (TCJA) made significant changes to corporate and personal federal income taxation, including limiting the SALT (state and local property, income and sales taxes) deductibility to $10,000. States with high SALT tend to vote Democratic. This paper estimates the differential effect of the TCJA on red- and blue-state taxpayers and investigates the importance of the SALT limitation to this differential. We calculate the effect of permanent implementation of the TCJA on households using The Fiscal Analyzer: a life-cycle, consumption-smoothing program incorporating ...
