Policies and prescriptions for safe and sound banking: shocks, lessons, and prospects

The author illustrates the extent to which ensuing regulatory changes conform to the prescriptions of Perspectives on Safe and Sound Banking. He probes whether relatively untested regulatory strictures, such as prompt corrective action, will prevail when banking is heavily stressed. He then discusses how "home-run regulation" extends the reach of individual states' bank charters nationwide and whether the Fed will eventually regulate financial institutions marketwide.

Economies of scale and continuing consolidation of credit unions

This Economic Letter shows that, in contrast to banks, larger credit unions, on average, have decidedly lower average costs and higher net incomes, as we might expect in the presence of important economies of scale. It further notes that these economies of scale put pressure on the credit union industry to continue consolidating into fewer, larger credit unions. It also describes how some recent legislation may have further added to the pressures on both the banking and credit union industries to consolidate.

Who is unbanked, and why: results from a large, new survey of low- and moderate-income individuals

This paper uses data from a new, large survey to estimate the demand for financial services of low-and-moderate income households. We show that socio-economic characteristics have significant and importantly different effects on the choices about which bank accounts to have. In particular, racial and ethnic minorities were less likely to have checking accounts than whites were, but were more likely to have savings accounts.
